Bond Issue Specialist

Job Summary: The Bond Issues Specialist is responsible for preparation of creation, release of escrow funds, use of surplus funds, utilities, road, reservoir and recreational bond applications to all government regulatory agencies.
Typical Duties and Responsibilities:
- Preparation and submittal of Bond Application Reports, Release of EscrowFunds, and Use of Surplus Funds Applications.
-Reconciliation of completion of construction projects for reimbursement.
-Specialize in the Texas Water Code and the Texas Commission on Environmental Quality rules and regulations.
-Develop working relationship with associated Municipal Utility District consultants (attorneys, financial advisors, tax assessors, bookkeepers, operators and auditors) and members of the appropriate regulatory agencies involved in the bond application submittal.
-Compile construction plans, specifications, contract documents and plats for submittal with Bond Applications.
-Prepare District Creation Reports and Road Powers Acquisition by compiling exhibits and documentation, ensuring compliance with the rules and regulations of the Texas Commission on Environmental Quality.
Job Qualifications: Prior experience in the following (5+ years):
-Understanding of various types of water districts play throughout the state, and the manner in which they operate.
-Excellent knowledge of MS Office applications including Access, Word and Excel.
-Experience reviewing contracts, agreements, financial documents, corporate paperwork, and/or documents and forms pertaining to the land development bonding process.
-Knowledge of land development systems.
-Ability to read site construction plans and have knowledge and understanding of how the infrastructure is developed.
-Knowledge of rules and regulations of local city and county government agencies, Texas Environmental on Environmental Quality and Texas Water Board rules and regulations.
